Sunday September 8, 2013 at approximately 7:45am, Officer Brett Osetkowski responded to a report of a suspicious motor vehicle parked on North Street in the area of the Saint Anthony’s cemetery. The car was partially in the roadway obstructing the flow of traffic. Officer Osetkowski positioned his patrol car behind the Volvo sedan and activated his emergency lights. As he approached the drivers side of the vehicle he could see a single male occupant sitting in the drivers seat with the back of the seat reclined. It appeared that the male was sleeping. Officer Osetkowski knocked on the window to get the attention of the male. The male sat up and put the window down. Officer Osetkowski immediately detected the odor of marijuana coming from the vehicle. He asked the male operator for his license and the vehicle registration. The male was unable to locate his license. Officer Osetkowski did observed a black object he believed to be a gun. He ordered the male out of the car. The male shifted the car into drive and sped off. Officer Osetkowski notified dispatch that the driver drove off on him and that he would be pursuing the vehicle. The operator of the Volvo took the I-195 on ramp westbound at a high rate of speed. The driver continued at a high rate of speed into Fairhaven where he took the 240 exit ramp. The driver continued south on 240 at a high rate of speed, estimated to be 100 miles per hour.
Fairhaven police officers were at the intersection of 240 and Bridge Street where they deployed stop sticks. The operator of the Volvo avoided the stop sticks and continued south on 240.
Due to the speed of the vehicle, Officer Osetkowski called off the pursuit as the Volvo crossed Route 6 onto Sconticut Neck Road.
A short time later officers were advised that the Volvo passed a vehicle at a high rate of speed on Bay Street in Fairhaven. A Fairhaven officer driving on Hathaway Street was side swiped by the Volvo. The Volvo continued on Hathaway Street across Sconticut Neck Road and drove up on the lawn. The operator bailed out of the Volvo and was pursued by officers. He was arrested on Hathaway Road. An empty holster was found in the Volvo. A State Police K-9 unit was called to assist in the search for the firearm. The gun was located under a bush in the area where the arrest occurred.
Arrested was Estefano J. Lobo age 21 of 128 Sisson Street Pawtucket, RI. He is charged with Failing to stop for police, operating a motor vehicle so as to endanger, marked lanes violations, speeding, operating a motor vehicle under the influence of alcohol 2nd offense, carrying a firearm without a license, possession with intent to distribute class A & B narcotics, A&B with a dangerous weapon,unlawful possession of ammunition. He was arraigned Monday in Wareham District Court and is being held.
